Is Apple going to live stream the 22 October Keynote?
Yes, I am exited to tell you that Apple is live streaming the event!
They are going to stream it live from San Francisco so you can watch the presentation unfold from your own living room, by clicking on this link (official Apple live stream).
Everything that is required for you to watch the event live is Safari 4 or later on OS X v10.6 or later; Safari on iOS 4.2 or later. Streaming via Apple TV requires second- or third-generation Apple TV with software 5.0.2 or later.
